This Fostering Network report argues that the care system is under unprecedented pressure due to the continuing rise in children needing foster homes following the death of Baby Peter and the chronic shortage of foster carers.
The Fostering Network surveyed a number of fostering providers, who reported that it was becoming increasingly difficult to find the right home for every child. The pressure on the system is leading many fostering services to ask their foster carers to look after children outside their area of expertise, and for whom they may not have the right skills and experience.
